Whenever a creature is not wearing armor, a protective magical force surrounds it until the end of the spell, which is why people often call it a willing creature. If you add 13 to the target’s dexterity modifier, you will get the target’s AC. As an action, you must dismiss the spell in order to end it, otherwise it will end itself when the target wears armor.
Despite the fact that the unarmored defense can’t be used with mage armor, you may be wondering “why don’t they work together?”? “It will work on creatures that aren’t wearing the armor,” states the mage armor.

While wearing the precise type of armor, any quite character who is proficient with it can cast the spells without penalty. It is possible for mages to get an honest armor class in dozens of ways.
For example: Draconic Sorcerers will receive the permanent mage armor at their first level for free of charge, providing them with 13+ Dexterity modifier AC. Upon touching a willing creature, you are protected by overlapping plates of rigid magical force. Until they don armor, the spell ends, you dismiss it, or it is successfully dispelled, that creature has an AC of 16. As of this point, the character sheet does not affect “real-time” status effects, such as casting a spell and it immediately affecting abilities, AC, or HP. Perhaps in the future, the character sheet will affect such effects.
A player can wield a shield and use Mage Armor according to this Sage Advice from 2016. The +2 bonus from a shield wouldn’t stack with the Mage Armor, however. As far as I understand it, the magical barrier created by Mage Armor surrounds you and everyone you carry, including the shield, so any bonus from the shield is negated because you can only choose one method of calculating Base AC: “Some spells and sophistication features offer you a special boost.” “If you have multiple features that offer you alternative ways of calculating your AC, you choose which one to use.”
As a result, base AC is also affected by Mage Armor: “The target’s base AC becomes 13 + its Dexterity modifier.”
Mage Armor cannot be cast at all while wielding a shield unless you have proficiency with shields, which most magic users don’t have:
To wear and use armor and shields effectively, your character must be proficient with them, and your armor and shield proficiency are determined by your class. As explained in the Equipment section, wearing armor or carrying a shield has drawbacks if you lack the requisite proficiency.”
Check out “Armor Proficiency.” The suit of armor can be worn by anyone and the arm can be strapped to a shield. Those proficient with the armor’s use skills will be able to wear it effectively, however. Some classes grant you proficiency with specific armor types. When you wear armor you lack proficiency with, you have difficulty making ability checks, saving throws, or attack rolls requiring Strength or Dexterity, and you cannot cast spells.”
